Bagley, Jimmy

Jimmy Bagley bio photoJimmy Bagley currently serves as the Deputy City Manager in Rock Hill, South Carolina, where he has responsibility for the Utilities, Public Works, Parks, Recreation & Tourism and Information Technology Services departments, as well as Property Maintenance, Purchasing and Fleet Services. Before being promoted to Deputy City Manager, Jimmy Previously served as Public Services Administrator, Chief Information Officer (CIO) and Utilities Director, with responsibilities in water, sewer, electric, and stormwater. Jimmy began working at the City in 1989 as an electrical engineer.

Jimmy graduated from Clemson University with a Bachelor of Science degree in Electrical Engineering with an emphasis in power in 1989. He received a Masters of Business Administration degree from Winthrop University in 1993. He completed the Certified Government Chief Information Officer program from the University of North Carolina at Chapel Hill in 2009.

He is a past president of the South Carolina Society of Professional Engineers, Catawba Chapter, where he was voted young engineer of the year in 1993. Jimmy has also presided over the South Carolina Association of Municipal Power Systems Board and is a member of the American Public Power Association Transmission and Distribution Committee. Jimmy has been a member of the International Electrical and Electronics Engineers and the Power Engineering Society since 1989. He is a registered professional engineer as well as a licensed electrical contractor for the State of South Carolina.

Jimmy attends Westminster Presbyterian Church where he has chaired the Board of Deacons and is actively involved in children’s ministries, small groups, and mercy ministries. Mr. Bagley has also chaired various panels on the Cost Allocations Committee for the United Way of York County.
