Gibson, Steven

Steven GibsonSteven started in the role of Assistant City Manager for the City of Rock Hill in January 2016. Prior to his current position, Steven served as the Office of Management and Budget (OMB) Director and was responsible for various activities including the budget ($214M).  Steven has been employed with the City of Rock Hill since 1990.
Steven serves on the Government Finance Officers Association Executive Board, and has served as Chair of the Government Finance Officers Association  National Committee on Governmental Budgeting and Fiscal Policy (National Budget Committee). He is also Past President of the Municipal Finance Officers, Clerks and Treasurers Association of South Carolina.
Steven has conducted numerous training sessions at local, state and national levels for the Government Finance Officers Association, the South Carolina Municipal Finance Officers, Clerks and Treasurers Association, the North Carolina Local Government Budget Association, the Great Plains Government Finance Officers Association, the Wisconsin City/County Management Association and the Alliance for Innovation.
Steven earned a Bachelor of Science with emphasis in Business Administration from Winthrop University, and earned a Certificate from the Advanced Government Finance Institute, University of Wisconsin School of Business.
