Before election to City Council in 2003, Kathy served for 14 years on the Rock Hill School Board, and as its chair for six years. During a period when local schools were experiencing significant growth, she led the district to address challenges of balancing quality programs for all children with responsible financial management.
As a City Council member since 2004, she is on the Rock Hill-Fort Mill Transportation Policy Committee and on the board of the Housing Development Corporation. She was chair of the Corporation from 2006 to 2010 and Mayor Pro-Tem for the City of Rock Hill from 2004 to 2006. In July she was elected to the South Carolina Municipal Association Board.
A long-time member of First Presbyterian Church, Kathy has served as an elder, choir member and Sunday school teacher, and chair of the Finance and Personnel committees. She is a member of the Rock Hill Kiwanis Club, where she previously chaired the Terrific Kids program, and the board of the Nation Ford Land Trust. Kathy is also a sustaining member of the Junior Welfare League and a member of the American Association of University Women.
Kathy earned a degree in journalism from Georgia State University and worked as a newspaper reporter. She and her husband, Robert, have two married adult children and three grandchildren. Daughter Kathryn and her husband, Alek, have two children, Kate and Max. Son Gibbon and his wife, Deborah, have a daughter, Lauren.
