Government Finance Officers Association
Distinguished Budget Presentation Award
This award honors local governments that prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices on budgeting.

Certificate of Achievement for Excellence in Financial Reporting
This award was established to encourage and assist local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare comprehensive annual financial reports that evidence the spirit of transparency and full disclosure.

Award for Outstanding Achievement in Popular Annual Financial Reporting
This award was established to encourage and assist state and local governments to extract information from their comprehensive annual financial report to produce high quality popular annual financial reports specifically designed to be readily accessible and easily understandable to the general public and other interested parties without a background in public finance.


International City/County Management Association (ICMA)
Certificate of Excellence
The City received the highest designation from the ICMA for excellence in performance management – the Certificate of Excellence.
South Carolina Arts Commission
Downtown as a State Designated Cultural District
In 2014, the General Assembly passed a law providing for the establishment of State-Designated Cultural Districts by the South Carolina Arts Commission.  The City of Rock Hill was the first City in the state to receive this designation. Obtaining this designation will help attract artists and entrepreneurs to the Downtown area, encourage economic development and local cultural development, and provide a focal point for celebrating the unique cultural identity of Rock Hill. The designation effort was led by the Arts Council of York County, who will serve as the designated partner within the district.

Preserve America Community
Preserve America is a national initiative in cooperation with the Admisory Council on Historic Preservation and in partnership with the U.S. Departments of Agriculture, Commerce, Defense, Education, Housing and Urban Development, Interior, and Transportation; U.S. General Services Administration; National Endowment for the Humanities; President's Committee on the Arts and the Humanities; Institute of Museum and Library Services; and the President's Council on Environmental Quality.


North and South Carolina Festival and Event Association
The ChristmasVille Festival received seven awards at the 2014 North and South Carolina Showfest Conferences including:

American Public Power Association
RP3 Award
The City received a 3 year designation from 2015 to 2018.  The RP3 program recognizes utilities that demonstrate high proficiency in reliability, safety, work force development and system improvement. Criteria within each of the four RP3 areas are based upon sound business practices and recognized industry leading practices. 
US Centers for Disease Control and Prevention
2014 Water Fluoridation Quality Award
The City of Rock Hill received this award from South Carolina Department of Health & Environmental Control for maintaining an average fluoride level that is in the optimal range for 12 consecutive months during 2014.
South Carolina Department of Health and Environmental Control
Area Wide Optimization Program Award to Water Filter Plant
This annual award from the South Carolina Department of Health and Environmental Control (SCDHEC) in conjunction with the U.S. Environmental Protection Agency (USEPA) is awarded for the water filter plant’s turbidity performance and commitment to excellence.
Carolina Recycling Association
Local Government Award for Recycling
The Carolina Recycling Association is a dual state professional organization serving North and South Carolina. At this year’s conference in March, the City of Rock Hill received the Local Government Award for having the best recycling program in both North and South Carolina. The award was given for the City’s excellent curbside participation rate of 45%, the commercial and school recycling participation, and for the outstanding outreach and education programs offered by the City. The City was recognized for its hard work, customer service and commitment to increasing recycling in Rock Hill.
South Carolina Energy Office
Emily Hall Tremaine Local Government Energy Leadership Award
The City received an Honorable Mention designation for energy conservation efforts that include employee and community programs to set an example and encourage others to pursue similar actions with regard to energy conservation.  
US Tennis Association South Carolina Chapter
Junior Tournament of the Year
The 2014 SC Junior State Open Tennis Championships held at the Rock Hill Tennis Center received the award from the South Carolina Chapter of the USTA in recognition of the junior tournament that offered outstanding organization and officiating on the court and amenities off the court.  
South Carolina Recreation and Parks Association
2014 SCRPA Parks Excellence Award
The award recognizes the Rock Hill Outdoor Center and its commitment and contributions to parks and recreation in South Carolina.  Factors considered for the award included the Outdoor Center’s success at providing outstanding facilities and programs for the local community while providing a positive and continually growing economic driver through sports tourism.

2015 Playful City Community
The City of Rock Hill was recognized as a “Playful City USA” honoring bold steps taken to ensure ease of access to a balance of active play in their communities. The City has received this designation for the last four years.
South Carolina Library Association
Teen Partnership Award
The South Carolina Library Association recognized the RHPD partnership with the York County Library and the Teen vs. Cops Chess Club and Video Games events.
South Carolina Law Enforcement Network
Pedestrian Safety Award
The City was recognized for efforts to promote pedestrian safety.
100 Best Fleets in America
Honorable Mention
The Fleet Maintenance Division was included in the Honorable Mention section after applying to be part of the “100 Best Fleets in the Americas.”  Only 25 fleets outside of the top 100 were given this honor.
National Institute for Automotive Service Excellence
Blue Seal Certification
The Fleet Maintenance Division was recognized for having staff that are thoroughly trained and capable to service and repair any and all vehicular equipment that is owned and maintained by the City.
Water Environment Association of South Carolina Catawba District
2014 Maintenance Technician of the Year
DAVID GARRIS received the Water Environment Association of South Carolina Catawba District Maintenance Technician of the Year Award.  David is in charge of performing maintenance on the City’s water filter plant and raw water intakes facilities, wastewater treatment plant and sanitary sewer pump stations.
Clemson University Parks, Recreation and Tourism Management Department (PRTM)
Outstanding Alumnus Award-Practitioner
JOHN TAYLOR was recognized by Clemson University Parks, Recreation and Tourism Management Department (PRTM) during its annual Honors and Awards Program. John received the Outstanding Alumnus Award-Practitioner at the PRTM Honors and Awards Program, presented to a former PRTM student who has made outstanding contributions in parks and recreation as a practitioner.
Dixie Boys Baseball
Hall of Fame Inductee
JIM ARMOUR was installed into the Dixie Boys Hall of Fame in recognition of his contributions to youth baseball over his entire career with the City and for coordinating successful World Series events held in Rock Hill.
American Canoe Association
Kokatat Instructor Award
C.C. WILLIAMS was recognized for his contributions to the organization and community as an Active Learning & Living (A.L.L.) Outdoors coordinator, a Level 4 Swiftwater Rescue Instructor, a Level 3 River Kayak Instructor, and a Level 2 Essentials of River Kayaking Instructor.

South Carolina Gang Investigators Association
Gang Violence Prevention Award
The Violent Crimes Unit was recognized by the South Carolina Gang Investigators Association for preventing gang violence in our community.  The award recognized their investigation and prosecution of the 715 Fam Gang. 
Piedmont Emergency Medical Services
Emergency Medical Services Hero Award
OFFICER REX HERNANDEZ was honored by Piedmont EMS at a City Council meeting for performing CPR on an infant and saving her life while on duty.

OFFICER KRISTINE PROULX and OFFICER BROOKS FELMET were honored by Piedmont EMS for performing first aid procedures stopping massive bleeding to a shooting victim’s neck while disregarding their own well-being, which resulted in saving the life of the victim.

SC Public Risk Management Association
South Carolina Risk Professional of the Year
 DOT ARCHIE was recognized by the SC Public Risk Management Association.  The award is given to an individual that exemplifies excellence, innovation and commitment to the Risk and Insurance Management field.  
American Institute of Certified Public Accountants
Outstanding CPA in Local Government – Local Impact Award
ANNE HARTY was named as the Outstanding CPA in Government – Local Impact Award winner by The American Institute of Certified Public Accountants.  This recognizes a CPA working in local government that has contributed significantly to increased efficiency and effectiveness of their government organization and to the growth and enhancement of the CPA profession.
United Way of York County
Outstanding Employee Coordinator/Committee of the Year
The City of Rock Hill’s employee campaign coordinators (BRIAN ALLEN in Utilities and TONI SEALS in Finance) and the entire Campaign Committee received special recognition from the United Way for their planning efforts and coordinating campaign details.
Workplace Dynamics
Top Workplace in Charlotte
The City of Rock Hill received the special recognition of being named a “Top Workplace” by Workplace Dynamics.  This designation ranks our organization among the best of the best.  The companies included in this category were selected from the results of an employee survey measuring qualities such as company leadership, communication, career opportunities, working environment, managerial skills, pay and benefits.  The rankings and overall results are to be published in The Charlotte Observer on Sunday, September 27.
