The City of Rock Hill, through the Housing and Neighborhood Services Department, officially started default counseling January 1, 2010 to help city residents remain in their homes.  Counseling, loan restructuring, modifications, and partnering with other agencies are often used for foreclosure prevention.  Early intervention is stressed.

Since inception, this program has assisted of number of citizens remain in their homes with affordable monthly payments.
