Mission

To provide employment, benefits, compensation, training, employee and labor relations, and community outreach services for Rock Hill City Government and its citizens in a manner that is innovative, effective and customer-focused. To serve as organizational team facilitator in areas which include organizational change, employee empowerment, leadership development, performance enhancement and customer responsiveness to impact quality of government.
