How do cities compare in population and staffing increases


The chart below compares personnel and staffing changes over thirteen years for a few cities. The comparison group has seen an average population increase of 22% and an average staffing increase of 16% between  FY2000 and FY2013.  Rock Hill, in contrast, has experienced a population growth of 39% and an 8% increase in full-time equivalents (FTEs).  With greater service expectations from an increased population, the City of Rock Hill has embraced doing more with less through outsourcing, performance management and technological improvements.
