Single-Family Detached Residential Properties

To connect City water and sewer to a home or property inside the City limits, a water line and/or sewer line must be accessible to your home.  Accessible means the line is located along the street in front of your property. If you have a corner lot, the line may be located along the side of your property. To hook up to water and sewer for new construction, dry wells or septic system failures, please contact Kathy Paterniti for questions about availability and cost.

To connect City water and sewer to a home or property that is located outside of the City limits, you will be required to sign a Water and Sewer Annexation Agreement. This agreement basically says that if your property ever becomes contiguous to the City limits, you will agree to have the property annexed into the City. Your property may be considered for annextion immediately if it is currently contiguous to the City limits. Any new construction on the property is also required to meet the design standards in the Rock Hill Zoning Ordinance.  Please see Design Standard Review for more information about this plan review process.

If you are moving into a home or apartment and would like to transfer service or create a new utility account, please contact the Customer Service division.

Commercial/ Single-Family Attached/ Multi-Family Properties

To connect City water and sewer to an existing commerical building inside the City limits, a water line and/or sewer line must be accessible to your building. Accessible means the line is located along the street in front of your property. If you have a corner lot, the line may be located along the side of your property. Please contact Kathy Paterniti for questions about availability and cost.

To connect City water and sewer to an existing commercial building outside City limits, complete the Utility Service Request Form and submit with a site plan or plat. All commercial utility service requests outside the City limits must be approved by City Council.  Once your application has been reviewed, comments will be sent to you explaining the next steps to obtain City Council approval.

New commercial development inside the City limits will go through our normal civil construction plan review process.
