Zoning & Building Code Approvals for Businesses

We're glad you've chosen Rock Hill for your business location!  A zoning and building compliance approval is needed for any firm, company, or individual doing business from a physical location within the city limits of Rock Hill. This may be an office in your home or a commercial space or building.  If you are doing work or deriving income from work performed within the city limits but the physical location of your business is outside of the City, you do not need zoning and building compliance approval but will still need a business license.

If you are starting a business located within the city limits of Rock Hill please review the following:

Home Based Businesses - Some smaller scale types of businesses with little to no impact to neighboring properties may be able to operate a business from home. Review the regulations on the Home Occupation Permit application and complete this application for home based businesses. Food service businesses should see the information below about SCDHEC Food Service Permits and the Cottage Food regulations

Businesses at Commercial Locations - If your business will be located at a commercial location complete the Zoning and Building Code Compliance application. You will need to make sure that the zoning of the location you have chosen allows the type of business you want to open. You can use the Map Search to find the zoning district of the property. You will also need to make sure that the location you have chosen will meet any building code requirements for your type of business. The Planning and Development Department has a program called "Open for Business" to help you through this process. Mobile businesses - Mobile businesses may not have a fixed location but move around. Some types of mobile businesses like food trucks and car wash businesses have special requirements.

Contractors - Some types of businesses such as electricians, plumbers, general contractors, HVAC and other will require proof of a current South Carolina Contractor’s License before a City business license can be issued.  Please see Contractor Licensing Requirements for more information.

The City also has a Fat, Oil and Grease (FOG) ordinance that requires the installation of a grease interceptor.  Visit the FOG page for more information.

Daycare - Daycares are required to be registered with the Department of Social Services (DSS) Child Care Licensing division. You can reach them at 803-898-9001.
