Transporation and Long Range PlanningThe Planning Division strives to promote orderly, compatible, and fiscally responsible growth that protects and improves the quality of life and physical environment within Rock Hill and its urban services area.

Our strategic goal is to effectively manage growth in the Rock Hill area by:
• the establishment of urban service boundaries based on service capacity and sound land use planning;
• the implementation of standards that result in quality, sustainable development; and
• the implementation of the principles and recommendations of the Comprehensive Plan.

The City of Rock Hill continues to experience tremendous growth. The primary issue for the Planning Division is to promote livable and sustainable development which ensures more orderly and efficient growth within our community.

During the next few years, the Planning Division will focus on comprehensive planning and growth management; major policy initiatives; and the coordination of planning efforts with York County and the Charlotte Metro Region. In addition, the division will oversee special studies, such as focal point and corridor plans, as well as the Rock Hill – Fort Mill Area Transportation Study (RFATS), the metropolitan transportation planning agency.
