In early 2014, the City of Rock Hill began a 5 year review of its existing comprehensive plan. The main goals for the plan update were to make the plan easier to digest and understand, to create a valuable resource for decision-makers, and to clarify the role of the comprehensive plan and its relationship to the Strategic Plan.
In an effort to make the plan easier to digest and understand, all of the existing conditions and background information for each plan element was placed in individual Existing Conditions Documents.
This information was used to identify the City's strengths and core challenges and develop the plan recommendations. After thoughtfully considering the core challenges, focus groups, the general public, and decision makers established the City's core values. The core values are the highest priority goals of the City and serve as a guiding philosophy for making planning, development, and budget decisions moving forward.
The new working comprehensive plan, appropriately called Focus 2020, is a summary of existing conditions and background information along with details on the City's strengths and challenges and the plan recommendations.
The City's core values were identified by exploring the City's strengths and core challenges, considering the core values and priority policy directions of the previous comprehensive plan, and gathering input from focus group participants, Planning Commission, City Council, and the general public throughout the plan update process. The core values are the highest priority goals of the City and serve as a guiding philosophy for making planning, development, and budget decisions moving forward.

- Reinforce Strong Neighborhoods
- Ensure Functionality with Inspiring Design
The City's core challenges were identified by focus group participants, the general public, and decision makers. The core challenges are the biggest roadblocks the City faces in reinforcing the core values. Implementing strategies that address the core challenges is the best way for the City to reinforce its core values.
Existing conditions and background information for each plan element can be found in the associated Existing Conditions Document. Understanding both the historical context and present conditions is critical to developing strengths, challenges, and recommendations. These documents provide detailed, in-depth analysis and documentation for those with an attention to detail or those who wish to delve deep into a specific topic area.
Focus 2020 is the working Comprehensive Plan for the City of Rock Hill. It includes a summary of existing conditions and background information by element, but focuses on documenting the core challenges facing the City, offering recommendations to help address the core challenges, and illustrating how addressing the core challenges helps reinforce the City's core values.
The core values and core challenges provide high-level guidance to decision makers when making decisions related to growth and development, public facility investment, land use regulation, economic development initiatives, and the annual budget.
FUTURE LAND USE MAP
The Future Land Use Map (FLUM) provides a general framework for the future land uses envisioned within the Rock Hill Planning Area over the next twenty years and beyond. This map is not intended to be parcel specific. Please review the Focus 2020 Land Use Chapter for additional information about the planning principles and vision for the character areas.
