Our Mission
The mission of the Development Services Department is to preserve and enhance Rock Hill's built environment, while providing a one-stop service for development investment in the City.  Our goal is to have every regulatory activity from the conception of the idea to the completion of the project be handled by this single department in an efficient, customer-oriented manner. 


Department Organization
Our department is organized into 4 1/2 divisions, as follows: 

The key to this operation is the Permit Application Center, a division designed and trained to take in every application that we process. These folks can answer a wealth of basic (and not so basic) questions and specialize in getting lots of minor permits issued over the counter. It includes our Customer Service Staff, Development Liaisons, and the Planner of the Day, who can answer more detailed technical questions on the spot. 

 

 

The Building Inspection division is responsible for the review of building construction plans, issuance of building permits and inspection of construction prior to issuing certificates of occupancy.

 

 

 

The Planning and Zoning division administers the Zoning Ordinance and acts as staff to the Planning Commission, Zoning Board of Appeals and Board of Historic Review.

 

   

 

 The Infrastructure division is responsible for administering the engineering based requirements of the City regarding streets, utilities and stormwater management. They also coordinate and inspect the construction of public infrastructure that is built as part of the development process.

 

 

The “half” a division is the Administration function that supports and coordinates the other four divisions. Our job is to give these folks the tools and training to carry out this mission and generally keep the train on the tracks.
