As part of its one-stop mission, the Permit Application Center (PAC) of the Development Services Department accepts all applications to assure you are on track to get all the approvals necessary to start your project.

The following approvals generally require a longer review period, often including a public hearing. Most of them require a pre-application conference with staff. Zoning Ordinance
The City of Rock Hill's Zoning Ordinance and Development Regulations were adopted in December 2005 and became effective on March 1, 2006. The Ordinance was a major undertaking to update, clarify and strengthen most aspects of the City's development regulations.

The Zoning Ordinance (found under the Department Forms tab) is available as a PDF document that can be downloaded with Adobe Reader© and use for copying and printing individual sections. The document is 5 MB and may take a while to load depending upon your connection.

The City is constantly evaluating the provisions of the Ordinance as well as trying to make it easier to use. Please contact us if you have any questions or comments. 

Understanding Rock Hill's Zoning Districts
The City has 29 different zoning districts, including residential and business zoning districts, several planned development districts, and special purpose overlay districts. The districts are listed below, and additional information is available for each category of district.
