The City of Rock Hill has a vision for the future. In order to make this vision a reality, the City Council created a long-term plan and developed the City of Rock Hill Strategic Goals. This provides a blueprint for the City’s future which defines ambitions, sets priorities, and provides performance targets to ensure adequate progress toward making the vision a reality.
Goals for the City are developed with the understanding that any investment in the City’s financial resources, physical infrastructure, and staff preserves and improves the quality of life for residents in the City of Rock Hill. In addition, the City Council desires to maintain a strong economic base and fund reserve by ensuring that the provision of government services is done responsively, responsibly, and cost-effectively. The City of Rock Hill Strategic Planning aids in assessing the City’s financial ability and play a crucial role in the annual budget process. These goals also assist the City Council in assessing the impact of local decision-making on the City.
Each department within the City utilizes the Strategic Goals as a guide for their efforts. In order to meet the broadly defined Strategic Goals, the departments developed their own set of smaller, short-term goals with corresponding objectives. These objectives have performance measures that serve as an evaluation tool for the staff’s progress. Using the long-term strategic objectives and goals, short-term department-specific goals, objectives and corresponding performance measures, staff is able to continue to improve the quality, direction, and momentum of services provided by the City of Rock Hill.

The City’s six Strategic Initiatives are as follows:
Goal: Public Safety
Provide high quality services to residents and visitors to the City of Rock Hill which protect life, health, and property by providing highly trained personnel with excellent equipment to prevent police and fire incidents where possible and respond quickly and effectively when the incidents occur.
Goal: Short and Long Term Economic Development
Strengthen the City’s role as a place for economic activity through job creation, business location and expansion, redevelopment, and tourism.
Goal: Old Town Revitalization
Strengthen and enhance the neighborhoods and business centers of Old Town, the City’s urban core.
Goal: Ensure the Provision of Quality Public Services
Provide the public with high quality service levels and demand service standards to ensure adequate maintenance and growth of City service levels and the entire City infrastructure. This will be accomplished through a comprehensive and long-range planning approach to the delivery of municipal services and funding of capital improvements— one that balances the need to prioritize services, maintain service levels, and fund capital improvements.
Goal: Sustainable Growth
Provide for growth that meets the needs of the present, without compromising the ability of future generations to meet their own needs. This includes quality in physical planning and design, efficiency through integrated land use and transportation, and the fostering of environmentally responsible development practices.

Provide high quality leisure services and amenities that make Rock Hill a great place to work and live.
