Comprehensive Plan 2020 :

 

 

 

 

This is a very exciting time for the Rock Hill community as we come together to develop a new Comprehensive Plan that will guide policy decisions to ensure a more sustainable future.
 

Since the current Plan was developed nearly 10 years ago, Rock Hill has become a very different City. Community conditions and objectives have evolved and it is necessary to re-examine the direction of the planning program. As such, a new Comprehensive Plan will be adopted by the fall of 2010. We encourage you to get involved in shaping the future of Rock Hill!

 

 

 

 

 Community Choices Studio

 

 

This was a 3-day event, November 2-4, offering multiple opportunities for the public to gather and discuss land use and economic issues affecting the future growth of Rock Hill. All sessions were held at the Palmetto Room, in Historic Old Town Rock Hill, located at 150 East White Street.

 

 

  

  Monday, November 2, 2009
Community Choices Public Meeting: “Where We Grow”                        7pm-9pm
112 residents and community leaders joined us for this intense, interactive meeting to hear about the planning process to date, participate in mapping exercises, and vote for preferences on various alternatives to influence “where” we should grow in the future.
 
  Tuesday November 3, 2009
Community Choices Drop-In                                                 Between  9am-5pm
26 residents and decision-makers dropped in at their convenience to review maps and other information from our "Where We Grow" session!
 
  Wednesday November 4, 2009

Community Choices Open House: “How We Grow”              Between  5pm-8pm

61 residents and City leaders came by during this open house to see the results of the Public Meeting and our youth activities. Attendees chose preferences on different land use scenarios and character types with instant-result keypad voting. Presentations were conducted on the hour or half-hour.

Upcoming Public Participation Opportunities

 

Public participation is an essential component of the City's 2020 Comprehensive Plan update so there will be many opportunities for citizens and stakeholders to share their ideas. In addition to the required public hearings, several community meetings will be held throughout the planning process.  Check back with us soon for future Public Participation events!

 

 

 

 

 

Draft Documents
 
The Comprehensive Plan is comprised of 9 Elements. At this time, 3 of the draft elements are available for public review. Additional revisions will be made in the upcoming months to include a comprehensive set of implementation strategies for the Goals & Objectives. Steering Committee

 

 

On March 9, 2009, a 25-member citizen-led Steering Committee was appointed by City Council to oversee the Comprehensive Plan Update process over the two-year timeframe. Members represent a cross-section of community leaders and representatives of major organization in the area. Their primary role is to serve as "Ambassadors" of the community and as a sounding board for citizen input.

Focus Groups

 

Several Focus Groups have or will be assembled throughout the planning process to assist staff in reviewing and providing input to various Elements of the 2020 Comprehensive Plan. Each Focus Group consists of 10-15 people who have technical expertise and practical knowledge of the subject matter.

 

 

Primary Focus Group Responsibilities are to:

  • Assist staff with their technical expertise;
  • Provide input on existing conditions
  • Provide input on Needs Assessments;
  • Assist in developing recommendations and implementation strategies for the relevant Element; and
  • Report findings and recommendations to the Steering Committee
