Events are held on a regular basis in the City of Rock Hill and are sponsored by a variety of City departments and community groups. In order to ensure the health and safety of all citizens, the City of Rock Hill has an established policy (PDF) for requesting approval of an event held on public property.

Events on Public Property (roads, sidewalks, parks, etc.)

• Groups must complete an application (PDF) that includes specific information about the event, including date, time, place, number of participants, etc.
• Once the application is returned, the Events Committee, comprised of representatives from each department, will review the request and make a recommendation for approval or denial.
• If approved, a Memorandum of Understanding will be drafted detailing the responsibilities of all parties involved and will serve as the event permit.
• With any event, public safety and risk management are top priorities for the City to consider. The Events Committee defers to Police, Fire and Risk Management and to the City Manager for a final determination in the approval of an event.

Events on Private Property

• Events on private property without the need for City resources are reviewed by Planning & Development through a separate process.
• Permits are required for things such as a carnival, sale of fireworks, seasonal produce and temporary signs.
