Registration of Residential Rental Units

On June 27, 2022, the City of Rock Hill adopted the Registration of Residential Rental Units Ordinance, which establishes a rental registry for all single-family and multi-family rental properties within municipal limits and concurs with the South Carolina Landlord and Tenant Act. This ordinance encourages landlords and tenants to maintain habitable housing and establishes clear lines of communication between the City and property owners and managers.

All property owners, whether a person, firm, corporation or other form of legal entity, that operates residential rental unit(s) within the municipal limits of the City of Rock Hill are required to register rental property. Residential rental property purchased or transferred must be registered within 60 days of acquiring a residential rental property. Failure to register rental property may result in a fee of $250 per dwelling unit per month.

Rental units may be subject to an inspection, prior to occupancy.

Rental Registration Process:

  1. Print and complete the Registration of Residential Units Form (PDF) and the Registration Supplemental: Multiple Properties in the same Ownership (PDF) (if needed).

Rental Inspection Process:

  1. Between tenants or before your initial tenant, perform a self-inspection using Rental Inspection Report so that you know you are ready to proceed.
  2. Contact us either by phone at (803) 325-2600 or by email at rentalregistration@cityofrockhill.com to determine if you are subject to an audit-based inspection or if you can proceed with the rental process without one.  Note that if contact is made before 3 PM and you are subject to an inspection, it can occur the next business day (Monday through Friday, excluding holidays).
