Water leaks can cause damage to your home or business and lead to increased water and sewer costs, not to mention the cost to repair the leak and the cost to repair any damage. However, you can catch a water leak early by monitoring your water usage in CustomerConnect. Be sure to set up usage notifications and the 24-hour water usage alert.

If you do not have access to your data on CustomerConnect, monitor your billing statements for any unexplained increases in water consumption.

Think you may have a leak?

There are a few steps you can take before calling a plumber:

1. Toilet leaks are the most common leak. If you hear a toilet "running" after flushing, the flapper may need to be replaced. You can also check for leaks by putting several drops of food coloring in the tank. Wait 15 minutes and if there is color in the bowl, you have a toilet leak. Be sure to flush out all color so your bowl doesn't stain.
2. Check outside spigots for leaks and make sure garden hoses aren't left on. Check irrigation systems for leaky lines or heads as they can leak even when irrigation is not running.
3. Check for marshy areas around your home when the ground is otherwise dry. This can indicate a broken pipe in the ground.
4. Check your crawl space for any leaking water.
5. A noticeable drop in water pressure may indicate a substantial leak.
6. Take the two-hour meter test: If you have access to your water meter, check its numbers, wait two hours while no water is running and recheck your meter. If the numbers have changed, you likely have a water leak. If you have an ice maker, you could see a minimal change in the numbers during that period.
7. Make sure there is no water running inside or out, and check your meter. If the numbers are changing, there’s a good chance you have a leak. Next, locate your home’s cut-off valve and turn off the water. If the meter is still turning, there’s a good chance there is a leak between the water meter and your cut-off valve. If the meter resumes turning when you turn the cut-off valve back on, this suggests a leak may be inside your home.

The EPA (Environmental Protection Agency) enacted law (Lead and Copper Rule Revision (LCRR)) requiring all public water systems to perform an inventory identifying the pipe material of all service lines located in their systems, both public and private, by October 16, 2024.

The City of Rock Hill has been found to contain only non-lead service line materials.

Service line materials are categorized into four types: non-lead, lead, galvanized requiring replacement (GRR), and unknown.

The City used multiple methods to determine service line materials including, but not limited to: historic records, building codes, visual examination, electromagnetic devices, and/or AI predictive modeling. By SC law, drinking water pipes installed after 1988 cannot be made of lead.

The City of Rock Hill (The City) has completed this inventory and has found that the City's system only contains non-lead service line materials, both public and private.

Per the Environmental Protection Agency (EPA) and South Carolina Department of Environmental Services (SCDES) non-lead systems can fulfill the requirement to make the inventory publicly accessible by providing a statement they have no LSLs (Lead Service Lines) and including a general description of how they made that determination (40 CFR §141.84(a)(9)).

Environmental Protection Agency (EPA) established the Lead and Copper Rule (LCR) in 1991 to protect public health and reduce exposure to lead in drinking water.  The most common sources of lead in drinking water are lead pipes and brass or bronze faucets and fixtures. EPA - Understanding the Lead and Copper Rule (LCR)

In 2021, EPA released revisions which direct developing and maintaining a service line inventory which needs to be completed by Fall 2024.

The City of Rock Hill protects the water entering your system. However, it is your responsibility to protect the water on your property or in your home from contaminants so that the water is safe to drink and use for everyday needs.

When a backflow preventer is required, it must be tested annually, with the test results provided to the City.

The City requires backflow permits for new installations, but not for the annual testing.

• Per– and Polyfluoroalkyl Substances (PFAS) are man-made chemicals that affect our environment. The majority of our exposure come from consumer products such as non-stick frying pans, some cosmetics and personal care products.

Have you been thinking about changing from well water to more reliable water service? Depending on where you live in Rock Hill, you may be eligible to make this switch and save money. The City offers change-over from well water to City water. If you are considering this, consider the following information:

• A City water line must be running by one of your property lines. The City can help determine if you qualify to hook up to City water.
• Benefits include not having to worry about your well running dry or not having water when the power goes out. With City water service, you’ll enjoy an endless supply of high-quality water on tap.
• The City will waive the tap fee that would normally apply when a customer hooks up to City water. This fee is used to offset the cost of tapping onto the City's main line and the charge of the new meter.
• For customers who live outside the corporate city limits, a front footage fee may apply. Some residents outside the city may have to pay $20 per foot of water line based on the number of feet in front of their home. This charge is based on a maximum of 250 feet, or a maximum charge of $2,000 (no maximum for commercial). This charge allows the City to recover the costs of extending water service outside of the corporate limits.
• The customer will incur the cost of a plumber to have their home connected to the City’s line. This will include running a service line from the meter to the home.

Accessing Your Water Meter

Advanced Metering Infrastructure (AMI) meters are read remotely through a wireless signal, similar to a cell phone.

To allow consistent transmission of the wireless signal, the lids on water meter boxes have plastic lids. These lids are considerably lighter weight than the previous metal lids, and are more prone to damage from things like lawnmowers and vehicles. In order to protect the wiring underneath, the lids are secured with a heavy spring clip. The clip holds the lid securely in place so it doesn’t fly up and become a projectile, causing damage or injury, if hit with lawn equipment.

If you need to shut off your main water supply, you can:

• Use a special tool to push back the clip and gently remove the lid. You can purchase one of these tools, known as a “water meter lid key,” at a local plumbing supply store. Please use care when removing and replacing the meter lid so as not to damage the equipment, and replace the lid so it’s secured.
• Call the City at 803-329-5500 to gain access to your meter. Crews are available 24 hours a day if an emergency arises.
• Use your home’s water shut off valve, usually located outside or under the home near where the water supply pipe enters your house. If your home doesn’t have a shut off valve because it was built prior to the International Plumbing Code requirement, you should consider hiring a plumber to install one. When the temperature drops near or below freezing, frozen pipes can become a real problem for homeowners. Rock Hill Utilities urges everyone to take some precautions to avoid a costly winter problem.

Preventing Frozen Pipes

• Exposed pipes are most susceptible to freezing. Outside pipes should have faucet covers or be covered with insulation in some way. Hoses should be disconnected and put away for winter as they are an easy access route for cold air.
• In some cases, pipes can be wrapped with heat tape. Warm water can be allowed to drip overnight from a faucet, and cabinet doors should be opened to allow heat to get to uninsulated pipes.
• Make sure the service line between the meter and your house is not exposed. It should be buried at least 18 inches deep.

Dealing With Frozen Plumbing

When your precautions fail and your pipes are frozen, try these tips to get water moving again.

• Pipes can be thawed with warm air from a hair dryer, using caution. Warm the pipe as close to the faucet as possible, working toward the coldest section of pipe.
• Do not use electrical appliances in areas of standing water and do not try to thaw a pipe with an open flame.
• If your efforts are unsuccessful, faucets should be left turned on and a plumber should be called.
• If water pipes have frozen and burst, water should be turned off at the main shut-off valve located at the meter. In some dwellings, the shut-off valve is close to the house where the water service line ties into the household system.
