General Information

How to Apply for A Permit

Applications are required to be submitted through our online application portal. Our Online Services webpage explains how to do that.

For projects involving building permits, subcontractors are usually listed on the general contractor's permit, so a separate permit is not required. See whether you are listed on a project through the Online Application Portal.

For projects that do not involve building permits, you would obtain a trades permit on your own. Include a copy of the contract/job estimate with the permit application. The permit fee is based on the value of the work performed.

People working in the building trades must have the required State licenses (PDF) for the work they are performing.

The City of Rock Hill does not recognize out of state licenses. Contact the South Carolina Department of Labor, Licensing, and Regulation to find out if your license will reciprocate.

City of Rock Hill Business Licenses

Design professionals (such as architects of record), contractors, and subcontractors must have a City of Rock Hill business license before the building permit can be issued.

If requesting a business license on a "per job" basis, you are required to submit a copy of your signed contract or other proof of the cost of the project.

The IECC (International Energy Conservation Code) requires Manual S and J calculations to be submitted when replacing equipment and Manual D is required when there is a change to ductwork. However, our plan reviewers may require any combination of these calculations to be submitted depending on the scope of work.

Fire Alarm Systems

Application Requirements

A fire alarm permit is required for the installation of a new fire alarm system or modifications or additions to existing systems.

The South Carolina Board of Professional Engineers requires that fire alarm plans be sealed by a South Carolina Professional Engineer unless the building is exempted by Code of Laws Section 40-22-280.

Inspections

A fire inspector will perform a system test. An approved copy of the drawings stamped "field copy" are required to be on the job site. Use the Inspections button below to schedule this test.

Fire Sprinkler Systems

Application Requirements

We strive to get comments back to you within 10 business days for fire sprinkler system applications.

The South Carolina Board of Professional Engineers requires that fire sprinkler plans be sealed by a South Carolina Professional Engineer unless the building is exempted by Code of Laws Section 40-22-280.

Backflow prevention devices are also required to be installed on the water line for a fire sprinkler system for a commercial building. See the main Commercial Building Permits page for more information.

Review by State Fire Marshal

In addition to the City, the South Carolina Fire Marshal's office reviews plans for new sprinkler systems and systems with 12 or more new heads.

The State's plan review process can take 30 days or more.

Before you start digging, contact South Carolina 811, which will come mark your property with the location of all known utility lines. If any lines are found, there may be utility easements or rights-of-way present on your property where structures cannot be placed. Many times, utility easements are shown on property surveys; check York County Plat and Deed Search Website to see if your property has a recorded survey.
