Term of Office:

Typically three years, but up to the discretion of City Council; terms are staggered. Members may serve any number of consecutive terms. A member shall continue to serve until the member is reappointed or replaced.

Authority:

The Zoning Board of Appeals hears several different types of requests related to the Zoning Ordinance as listed below. The Board was formed May 24, 1965. Decisions made by the Zoning Board of Appeals may be appealed only through the courts.

Membership:

Seven members appointed by City Council, each of whom must be a resident of the City and a qualified voter. Members of City Council, anyone who holds an elected public office in the City or County, and City employees are disqualified from serving on this Board. Members cannot serve on either the Planning Commission or the Rock Hill Board of Historic Review.

The Zoning Board of Appeals:

Board members must:

  • Have a general understanding of planning and zoning concepts.

  • Adhere to Board bylaws, rules of procedure and attendance requirements.

  • Complete state-mandated six-hour orientation training within one year of appointment and attend at least three hours of continuing education each year.

Meeting Schedule:

The Board meets at 6 PM the third Tuesday of every month in Council Chambers at City Hall. Meetings usually consist of four or more appeals, and generally last between one and three hours. Members are encouraged to visit the sites on the agenda prior to meetings. See the calendar for current listing of specific meeting dates.
