The City of Rock Hill utilizes an electronic solicitation and vendor registration system hosted by OpenGov. Effective October 24, 2022, all solicitations are available through the e-Procurement Portal, unless otherwise stated in the solicitation document. All vendor submissions are submitted via the portal exclusively.

The e-Procurement Portal allows prospective Vendors and Suppliers the ability to:

• Register to receive notifications of future opportunities by selecting Subscribe to create a FREE account.
• Create a custom vendor profile and choose the categories for which you wish to receive notifications. 
• Follow updates to existing opportunities by clicking the “Follow” button on each listing.
• Submit questions and receive answers online regarding open opportunities to do business with the City. 
• Use a guided process of responding electronically to solicitations to ensure your submissions are completed accurately. 
• Review notices, addenda, awards, and contracts online. 
• Receive timely support via OpenGov's chat feature, Help Center, or email at procurementsupport@opengov.com

Solicitations

All solicitations, including Invitations for Bids (IFB), Requests for Proposals (RFP), and Requests for Qualifications (RFQ) are posted to the eProcurement Portal and publicly accessible via the Internet.
