ADA Grievance Procedure
This Grievance Procedure is established to meet the requirements of the Americans with Disabilities Act of 1990 ("ADA"). It may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by the City of Rock Hill. The City's Personnel Resolution governs employment-related complaints of disability discrimination.
The complaint should be in writing and contain information about the alleged discrimination such as name, address, phone number of complainant and location, date, and description of the problem. Alternative means of filing complaints, such as personal interviews or a tape recording of the complaint, will be made available for persons with disabilities upon request.
The complaint should be submitted by the grievant and/or his/her designee as soon as possible but no later than 60 calendar days after the alleged violation to:

Within 15 calendar days after receipt of the complaint, the ADA Coordinator or their designee will meet with the complainant to discuss the complaint and the possible resolutions. Within 15 calendar days of the meeting, the ADA Coordinator or their designee will respond in writing or in a format accessible to the complainant, such as large print, Braille, or audio tape. The response will explain the position of City of Rock Hill and offer options for substantive resolution of the complaint.
If the response by the ADA Coordinator or their designee does not satisfactorily resolve the issue, the complainant and/or his/her designee may appeal the decision within 15 calendar days after receipt of the response to the City Manager or their designee.
Within 15 calendar days after receipt of the appeal, the City Manager or their designee will meet with the complainant to discuss the complaint and possible resolutions. Within 15 calendar days after the meeting, the City Manager or their designee will respond in writing or in a format accessible to the complainant, with a final resolution of the complaint.
All written complaints received by the ADA Coordinator or their designee, appeals to the City Manager or their designee, and responses from these two offices will be retained by the City of Rock Hill for at least five years.

The City of Rock Hill will select links to the external websites to the extent the links help support these goals. In establishing and maintaining its official websites, the City does not intend to create any forum or other means for public discourse. Rather, the sole and limited purpose of the permitted external links is to provide information about the City for residents, businesses and visitors.
The City does not endorse or provide preferential treatment to any third party websites or associated organizations or persons. Since the City does not control third party websites, it does not warrant that third party websites are accurate or reliable or that they have operational links. The user acknowledges and agrees that the City of Rock Hill is not liable in any way for the content, accuracy, reliability, viewpoints, policies or products provided by these external resources.
In order to avoid the appearance of City endorsement of political content, links shall not be made to sites that are associated with, sponsored by or serving a campaign for elected office, any political party or organization supporting or seeking to defeat any candidate for elective office or ballot proposal. In addition, no corporate or commercial logos or direct links to vendor sites are allowed, with the exception of information provided on Rock Hill based annual top sales tax generating businesses, annual top employers, and business/industry success stories featured by the City’s Economic and Urban Development Department, listed and identified solely to promote economic development within the City. In listing these businesses, the City does not issue any endorsement of the business or its products and services.
It is the City's policy to limit external links to the following entities and organizations:
- Chamber of Commerce, Neighborhood Associations and/or Visitors Bureau;
- Other governmental agencies;
- Hospitals;
- Museums, libraries, historical organizations and similar kinds of established, bona fide organizations that provide resources to residents and visitors of the City;
- Public and private, bona fide educational institutions, (a) as defined in Education Code § 210.1, or as described in Education Code § 66010 and (b), located within Rock Hill, SC; and
- Entities and organizations whose primary purpose is to provide the location, telephone number, and/or description of tourism events in the City of Rock Hill.
- Public Utilities and public transportation entities.
- Entities that the City has an existing formal, contractual relationship with through direct funding or co-partnership on programs.
Entities and organizations wishing to establish external links on the City’s websites must submit an External Link Website Request Form (PDF), which shall contain all information necessary to verify the facts stated and as may be necessary to establish that the proposed link complies with this policy.
The City of Rock Hill’s websites will not provide links to:
- Sites associated with, sponsored by or serving a campaign for elected office.
- Sites promoting illegal activities.
- Sexually explicit sites.
- Sites containing information that violates any of the City’s affirmative action or equal opportunity policies.
The City of Rock Hill reserves the right, at any time and without notice:
- To determine which links to provide on its websites;
- Deny a link that does not meet the criteria set forth in this policy;
- Deny or discontinue an external link at any time if the website provides or promotes false, slanderous, illegal, infringing or incorrect information;
- Remove any external link if the nature of the organization to which the link relates no longer complies with the City's external link policy;
- Revise this policy without prior notice when the City considers such revision to be in its best interests.
