The City of Rock Hill receives annual funding from the U.S. Department of Housing and Urban Development (HUD) in the form of the Community Development Block Grant (CDBG) to develop urban communities by providing decent housing and a suitable living environment, and expanding economic opportunities for low- and moderate-income persons.

HUD determines the amount of each grant by using a formula comprised of several measures of community need, including:

• Extent of poverty
• Population
• Housing overcrowding
• Age of housing
• Population growth lag

CDBG eligible activities must meet one of the following national objectives for the program:

• Benefit low- and moderate-income persons;
• Prevent or eliminate slums or blight;
• Address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health and welfare of the community for which other funding is not available.
