The Consolidated Plan for the CDBG Program is a five-year plan designed to help cities evaluate their affordable housing and community development needs in order to make data-driven investment decisions. The Consolidated Plan is carried out through Annual Action Plans. These plans provide a summary of the actions, activities and resources that will be used each year to address the priority needs and specific goals identified in the Consolidated Plan. Accomplishments and progress toward Consolidated Plan goals are reported in the Consolidated Annual Performance and Evaluation Report (CAPER).

Below are the current Consolidated Plan, Annual Action Plan, and CAPER for the City of Rock Hill:

Citizen Participation

Citizen Participation is a key factor in the success of the CDBG Program. HUD requires recipients of CDBG funds to develop a Citizen Participation Plan that encourages citizen participation and emphasizes participation by low- and moderate-income persons, particularly residents of predominately low- and moderate-income neighborhoods, slum or blighted areas, and areas in which the City of Rock Hill proposes to use CDBG funds. Below is the current Citizen Participation Plan for the City of Rock Hill, amended June 2020:

Analysis of Impediments to Fair Housing

CDBG communities must certify that they will affirmatively further fair housing as a condition of receiving Federal funds. Local communities meet this obligation by performing an analysis of the impediments to fair housing choice within their communities and developing (and implementing) strategies and actions to overcome these barriers based on their history, circumstances and experiences.
