The City through the Housing Development Corporation of Rock Hill offers owner-occupied home rehabilitation activities through the Community Development Block Grant and SC Housing Trust Fund programs, and through partnering agencies. Funding assistance is provided to repair single-family, owner-occupied homes with eligible housing deficiencies. Eligible housing deficiencies include the following:

  • Electrical system hazards
  • Plumbing hazards
  • HVAC systems
  • Roofs

Eligibility Requirements

  • Homes must be single-family, owner-occupied (Deed must be in owner/occupant name).
  • Home must be located inside the City Limits and have eligible deficiencies.
  • The total household income must not exceed the income limits established by HUD - see table below.
  • Vacant and/or rental properties are NOT eligible.
  • Repairs to prevent displacements of eligible households.

Applicants must meet the HUD income limit requirements as indicated in the table below:
