New federal stormwater management regulations require the City of Rock Hill apply for and maintain a National Pollutant Discharge Elimination System (NPDES) permit to discharge stormwater from the City’s Municipal Separate Storm Sewer System (MS4).

There are Best Management Practices (BMP’s) that must be implemented by all permittees. Each municipality subject to the regulation must implement a stormwater management program which contains all of these elements.

Minimum Control Measures

  1. Public Education: Distribute stormwater pamphlets to all target audiences, educational materials to schools, community organizations, and businesses.
  2. Public Involvement: Conduct public meetings to inform the public about the City’s stormwater management ordinance and regulations. Assist York County Engineering with the Adopt a Stream Program. Involve local groups such as Boy Scouts, Girl Scouts, etc.
    • Anyone interested in any of these programs or public participation should contact David Dickson at 803-329-7026.
    • Please visit this link to the York County Website for more information about the Adopt A Stream program.
  3. Illicit Discharge Detection and Elimination: Create map of all outfalls within the community, evaluate for illicit discharges and eliminate via existing ordinances.
  4. Construction Site Stormwater Runoff Management: Attempt to educate developers within the municipality on enforced stormwater codes.
  5. Post Construction Stormwater Management: This section addresses the codes dealing with stormwater runoff after construction is complete. The City of Rock Hill has implemented a Sediment Control and Inspection report for this purpose.
  6. Good Housekeeping and Pollution Prevention: Comprehensive pollution prevention program for municipal operations; with a focus on vehicle maintenance, fueling and washing, maintenance of stormwater facilities and employee training. Inform City workers about Best Management Practices and distribute informative materials. Industrial facilities, including the Airport, Water Filter Plant, Waste Water Treatment Plant, Operations Center and Garage, all have a Stormwater Pollution Prevention Plan in place.

Rock Hill actively participates in this program and adheres to the established permit limits, schedules and measurable goals.
