The Manchester Creek Waste Water Treatment Plant (MCWWTP) operates a receiving station for certain types of hauled liquid wastes. Any liquid waste hauling company that discharges to MCWWTP is required to submit a completed Liquid Waste Hauler Discharge Permit Application. The application will help Rock Hill Pretreatment Program (RHPP) staff determine what type of permit is required (portable toilets permit, domestic permit, or non-domestic permit).

The City requires that the waste haulers have a permit for monitoring purposes since septic waste is more concentrated and costs more to treat than typical domestic waste from the collection system. The wastes regulated include sewage, water and wastewater treatment plant sludge, septic tanks, grease traps, grit traps and portable toilets and any other waste identified by RHPP staff.

All waste discharges are recorded on a monitoring report by the Permitted hauler’s driver or representative. Also, any non-domestic waste must be pre-approved by a RHPP staff member prior to discharge to MCWWTP. Hauled waste management, including the proper disposal of these wastes, is critically important to protecting health, public safety and the environment.

Groundwater Discharge — waste from groundwater remediation sites — is frequently hauled to publicly owned treatment works (POTW). Most of these remediation wastes have been treated and contain only trace amounts of toxics that can be accepted at a POTW without causing problems. However, some remediation wastes may be discharged at a rate or pollutant concentration that causes pass through or interference. For example, groundwater remediation waste associated with fuel contaminated groundwater may contain benzene, toluene, ethyl benzene, xylene, methyl tert-butyl ether, naphthalene, petroleum oils and grease, and lead.

The RHPP should require remediation site operators to provide information on the volume, pollutants, and pollutant concentrations of the waste they propose to deliver to the POTW. Remediation wastes may also come from Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites, more commonly referred to as “superfund” sites.
