Term of Office:

A set number of days to be determined by a vote of the City Council at the time of such appointment, but for no more than two years or until their successors are appointed and qualified, with one member appointed at-large.

Membership:

The CRB is composed of eight members, with seven members nominated by each member of City Council and the Mayor and one serving at-large. All appointees must live within the city limits, complete a standard criminal background check for review by City Council, and complete a CRB academy training that will educate them on police operations and policies. Members may, but are not required to, complete two ride-alongs with members of RHPD patrol. Members shall serve without compensation.

Responsibilities:

  • The CRB will provide feedback to the Rock Hill Police Department regarding updates to RHPD policies and practices that impact residents of the community.

  • The CRB will provide feedback relative to any new or updated policies with a focus on procedural justice tenets. The CRB will also provide feedback on amendments or enhancements to existing policies as needed.

  • In accordance with applicable law, the CRB will provide a discreet review of citizen complaints.

Meeting Schedule

The Citizens Review Board meets as needed.
